Роден е на 6 януари 1935 година в Париж, Франция. Родителите на Щайнер са австрийци, майка – еврейка и баща – християнин. Семейството напуска Франция през 1939 г., за да избяга от нацистката инвазия и се установява в Мексико.

През 1952 г. Щайнер заминава за САЩ, за да учи инженерство. През 1957 г. се запознава и става последовател на Ерик Бърн – психиатър и основател на школата на трансакционния анализ в психотерапията. През 1965 г. получава доктората си по клинична психология от Мичиганския университет Ан Арбър. Той е основател и преподаващ член на Международната асоциация по трансакционен анализ.

През 70-те и 80-те Щайнер основава и практикува радикална психиатрия, нов подход към психотерапията основан по-скоро на социалната теория (отчуждението), отколкото на медицинската (индивидуална психология).

Клод Щайнер пише много за трансакционния анализ. Неговите произведения се фокусират върху жизнения сценарий, алкохолизма, „емоционалната грамотност“ и междуличностната игра на силите.

Щайнер е особено активен в политическите каузи. Против е американската роля във Виетнамската война през 60-те и е открит критик на американската политика и действия, засягащи Латинска Америка.
