You're probably reading this, because you've tried editing Wikipedia, but got a message that your IP address or your IP network are blocked as an open proxy or that your ISP had been banned for persistent abuse.[1] You can read Wikipedia without restriction, but editing the encyclopaedia via open or anonymising proxies (including anonymising VPNs) is absolutely prohibited, save for some very specific cases, where an exception may be arranged for you.

What can I do?

If you are an end-user

If you have good reasons for this (see the official policy above), the block may be lifted or you may be granted an IP block exemption flag. To apply, you must carefully describe your case on the Wikipedia:Requests for administrator attention page or send an email to admin-requests wikimedia.bg.

If you are an ISP

In case your policy allows your clients to operate open proxies in the networks that you provide to them, unfortunately there isn't much that can be done. Still, if you could restrict these open proxies so that Wikipedia won't be accessible through them, the block may be lifted. And if your own policy doesn't allow open proxies, then you can contact the administrators for more information, which could possibly help you identify the offenders so that you can take the appropriate measures against them.

If all your IP prefixes are banned, this means that the vandalism and/or harassment from your address space had been so persistent and widespread that blocking only specific prefixes had failed to stop it. In these cases, before lifting the ban, we'd like to see strict and clear commitment from your side to prevent such abuse before it even commences.
